What is it?

There is and there are mean that something exists or is present.

There is + singular noun: There is a book on the table.
There are + plural noun: There are two books on the table.

Form

Short answers: Yes, there is. / No, there isn't. / Yes, there are. / No, there aren't.

Remember

Use there is with one thing.
Use there are with two or more things.
In questions, is/are comes first: Is there a pen?
In negatives, add not: There isn't a pen.
