What is a proposal?

A proposal is a formal document written to persuade a decision-maker to accept a plan. It identifies a problem, offers realistic solutions and recommends action.

Structure

Title and introduction: state the problem and the purpose.
Problem: describe it with facts and figures.
Proposed solutions: use numbered sections.
Benefits: expected outcomes.
Conclusion and recommendation: a clear call to action.

Formal register

Avoid contractions (**do not **, **it is ). Use passive voice and nominalisation. Soften claims with hedging ( It would appear that **, **This may lead to **). Use the subjunctive in recommendations: It is essential that the committee approve the budget.

Persuasive language

Use strong verbs (**implement, allocate, establish ) and result linkers ( As a result, Consequently **). Recommend with I would strongly recommend that ...

Azərbaycan dili ilə müqayisə

Azərbaycan dilində rəsmi müraciətdə "təklif edirəm ki, ..." konstruksiyası işlənir. İngilis dilində bu, I recommend that + subject + base verb və ya It is recommended that ... kimi verilir. Azərbaycan dilində feil şəxsə görə dəyişir (təklif edirəm ki, komitə təsdiq etsin ), ingilis dilində isə subjunktivdə feil dəyişmir ( the committee approve).
